Armando is currently working as Lead Specialist in the Human Resources Department of the Inter-American Development Bank in Washington, DC. He is originally from Mexico City and lives in Sterling, Virginia with his wife and two children. He holds a Bachelor of Business Administration from the National Autonomous University of Mexico (UNAM), a Master’s in Organizational Development and Human Resources from the Johns Hopkins-Carey Business School, and a Doctorate in Human and Organizational Learning from George Washington University.
His doctoral dissertation examined the everyday life experience of young people in Mexico City who neither study not work (NiNi/NEET). A major contribution of the study is to bring the perspectives of these young people to balance the negative views that society has about people living in NiNi status. Their voices reveal the need for greater opportunities and support to "level the playing field" and to overcome their cultural and historical limitations. The study also reveals a clear need for implementing public policies to foster youth development and considers the participation of governments, organizations, and citizens fundamental to foster their integration in the formal labor market.
